Gas Transmission

The activity of gas transmission for the national market is governed by Law No. 02-01 of 22 Dhou El Kaada 1422, corresponding to February 5, 2002, relating to electricity and the distribution of gas by pipeline, along with its implementing texts.

The national gas transmission network is considered a natural monopoly.

Its management is entrusted to the Algerian Gas Transmission Network Management Company, referred to as GRTG Spa, acting as the sole network operator.
An authorization to operate the gas transmission network was granted to GRTG by the Ministry of Energy, following the opinion of the CREG, in accordance with the decree of April 2, 2007, regarding the authorization to operate the gas transmission network.

Remuneration

The remuneration for transmission activities, both for electricity and gas, is determined by the CREG based on a methodology and parameters defined in Executive Decree No. 05-182.

It includes, Investment costs,Operating and maintenance costs of the facilities, Other necessary costs related to the activity, and a fair return on invested capital, as applied in similar sectors and taking into account development costs.

The remuneration formula also includes incentives to reduce costs and improve the quality of supply.

Gas Supply

The Electricity and Gas Regulatory Commission (CREG) establishes the indicative gas supply program for the national market, in accordance with Article 46 of Law n°02-01 of 22 Dhou El Kaada 1422, corresponding to February 5, 2002, related to electricity and the distribution of gas by pipelines, which stipulates:

The Commission establishes an indicative gas supply program for the national market in collaboration with the relevant institutions and after consultation with the operators. This program is developed based on tools and methodologies defined through regulatory means. The indicative program is submitted for approval to the minister responsible for Energy.

The indicative program is a ten-year plan.

It is updated annually for the next ten (10) years and whenever unforeseen market developments require it.

It is first established within twelve (12) months from the establishment of the Regulatory Commission.

It will take into account changes in consumption by geographic area, as well as the gas transport and distribution capacities.

This program is based on mechanisms and methodologies set through regulatory means.

The Regulatory Commission, along with other concerned regulatory institutions, participates in establishing gas supply forecasts.

Gas System

The management of the gas system for the national market is carried out by the gas transmission network operator. The operator ensures the coordination of gas flows and particularly focuses on maintaining a constant balance between consumption and delivery, as well as ensuring the safety, reliability, and efficiency of the gas supply.

The operator provides all network operators with the necessary information for the proper functioning of the gas transmission networks according to procedures defined by regulation.

The functions of the gas transmission network operator are:

Short- and Medium-Term Gas Demand Forecast and Its Satisfaction

Forecasting the short- and medium-term usage of the gas transmission network’s capacities.

Managing regional gas exchanges.

Managing gas energy movements.

Coordinating the maintenance plans of gas transmission infrastructure.

Establishing and monitoring the reliability parameters of the gas transmission system.

Defining and implementing the gas transmission network safeguard plan in collaboration with electricity producers, gas distributors, and eligible customers.

Developing the gas transmission network development plan.

Executing public authority decisions related to ensuring gas supply

The gas transmission system operator cannot engage in the purchase or sale of gas.

Decision D/02-20/CD of April 16, 2020, approving the 2019-2028 development plan for the GRTG gas transmission network

In application of Law No. 02-01, particularly its Articles 51 and 52, the CREG examined the development plan for the gas transmission network for the period 2019-2028, submitted on January 5, 2020, by the Gas Transmission Network Manager (ORTO).
