Electricity Transport
The activity of electricity transport is governed by Law No. 02-01 of 22 Dhou El Kaada 1422 (corresponding to February 5, 2002) concerning electricity and gas distribution by pipelines and its implementing texts.
The electricity transport network is considered a natural monopoly.
Its management is entrusted to the Société Algérienne de Gestion du Réseau de Transport de l’Électricité (GRTE Spa), which acts as the sole network operator. An authorization to operate the electricity transport network was granted to GRTE by the Ministry of Energy, following the opinion of the Electricity and Gas Regulatory Commission (CREG), in accordance with the decree of April 2, 2007, relating to the authorization to operate the electricity transport network

Associated Regulation
Law 02-01 of 22 Dhou El Kaada 1422 (corresponding to February 5, 2002) governs activities related to electricity and gas distribution through pipelines in Algeria. It establishes the legal framework for the production, transmission, distribution, and commercialization of electricity and gas. The law aims to organize and regulate these sectors to ensure a reliable and high-quality supply while promoting competition and protecting consumer rights. It also sets out the conditions for network connections, the obligations of operators, and the regulatory mechanisms enforced by the competent authorities.
Decree No. 06-430 defines the essential technical standards for the design, operation, and maintenance of electricity transmission networks in Algeria. Its primary objective is to ensure the safety, reliability, and efficiency of these critical infrastructures used to transport electricity over long distances, from production centers to local distribution networks.
This order, dated 8 Joumada Ethania 1436 (March 29, 2015), establishes the technical regulation regarding the design and construction specifications for electricity transmission infrastructure. It defines the standards and procedures to be followed in the design and building of transmission systems.
This order, dated Jumada Al-Awwal 27, 1436 (corresponding to March 18, 2015), establishes the technical regulations concerning the technical specifications for the operation of electricity transmission infrastructures. Its objective is to define the standards and technical procedures to be followed to ensure the efficient and safe operation of electricity transmission facilities.
The order of 8 Rabie Ethani 1436 (January 29, 2015) establishes the technical regulation for maintenance specifications of electricity transmission infrastructure. It defines the standards and procedures to ensure effective maintenance, thereby guaranteeing the safety and reliability of the transmission network.
This order, dated 14 Rabie El Aouel 1428 (April 2, 2007), establishes the conditions and procedures for obtaining authorization to operate the electricity transmission network. It outlines the obligations of operators and the technical and regulatory criteria to be met to ensure safe and efficient network management.
The approval of the electricity transmission network development plan for the period 2020–2029 by the CREG followed the review of documents submitted by GRTE on July 13, 2020, and November 30, 2020.
This decision aims to approve, in accordance with the provisions of Law 02-01 of February 5, 2002, related to electricity and the distribution of gas by pipeline, the procedure for planning the electricity transmission network.
Regulations have tasked the CREG, through Articles 114 and 115 of Law 02-01, with the general mission of implementing and supervising the public service of electricity and gas distribution by pipeline, and charged it with proposing general and specific standards regarding the quality of supply and customer service, as well as control measures.
