Decisions
Commission (CREG). This decision sets out the guidelines and steps that electricity producers must follow to declare their installations to the CREG. The objective is to ensure that all electricity generation installations comply with applicable standards and regulations, thereby ensuring the safety, reliability, and efficiency of the national power grid.
Decision D/04-23/CD of May 14, 2023, approves the procedure for processing applications for guarantees of origin certificates for photovoltaic installations. This decision establishes a specific framework for the submission, review, and issuance of certificates certifying that the electricity produced originates from photovoltaic sources.
In Article 7 of the text of the decision, the following should be replaced: “upon payment of the estimate and its signature by the end customer…” with “upon payment of the fees charged and its signature by the end customer…” (The rest remains unchanged).
Decision D/03-23/CD of April 19, 2023, establishes a standard application form for the supply of electricity and gas for customers connected at low voltage (LV) and low pressure (LP). This decision aims to standardize the procedures and documentation required from end-users requesting energy supply, thereby facilitating transparency, efficiency, and compliance with regulatory provisions.
The current regulations have tasked the electricity system operator with developing, in collaboration with the producers, the transmission network manager, the distributor, and the customers connected to the electricity transport network, the safeguard and defense plan for the electricity production-transport system (SPTE).
The approval of the electricity transmission network development plan for the period 2020–2029 by the CREG followed the review of documents submitted by GRTE on July 13, 2020, and November 30, 2020.
In application of Law No. 02-01, particularly its Articles 51 and 52, the CREG examined the development plan for the gas transmission network for the period 2019-2028, submitted on January 5, 2020, by the Gas Transmission Network Manager (ORTO).
This reconstruction plan aims to address deficiencies or inadequacies in the electricity production and transport system to ensure a reliable and stable electricity supply in the country.
This decision aims to approve, in accordance with the provisions of Law 02-01 of February 5, 2002, related to electricity and the distribution of gas by pipeline, the procedure for planning the electricity transmission network.
The purpose of this decision is to approve, in accordance with the provisions of Law 02-01 of February 5, 2002, concerning electricity and gas distribution by pipelines, the planning procedure for the gas transmission network.
Article 2 of Executive Decree No. 06-431, which sets the technical rules for the design, operation, and maintenance of the gas transmission network, stipulates that the service quality must be verified through parameters determined, validated by the regulatory commission, and updated annually.
Decision D/18-18/CD of June 27, 2018, approves the gas transmission network safeguarding plan in accordance with the applicable regulations. This plan will be revised every two years to address network developments, and any modifications will be subject to prior approval by the CREG.
The decision D/14-18/CD of May 16, 2018, approves the safeguard and defense plan for the electricity production-transport system in Algeria, in accordance with the current regulations.
The steering committee, in accordance with Law No. 02-01 of 22 Dhou El Kaada 1422 and other regulatory texts, decides to amend and complement Decision D/01-10/CD of December 6, 2010, regarding the granting of the gas delivery authorization at pressures exceeding 21 absolute bars by GRTG.
Regulations have tasked the CREG, through Articles 114 and 115 of Law 02-01, with the general mission of implementing and supervising the public service of electricity and gas distribution by pipeline, and charged it with proposing general and specific standards regarding the quality of supply and customer service, as well as control measures.
The Decision D/04-17/CD of April 26, 2017, approves the procedure for managing the electricity production-transport system, establishing the roles and responsibilities of the various stakeholders, including the electricity system operator and the transmission network manager.
