About the CREG
Overview
The Electricity and Gas Regulatory Commission (CREG) was established under Law No. 02-01 of 22 Dhou El Kaada 1422, corresponding to February 5, 2002, as amended and supplemented, relating to electricity and the distribution of gas through pipelines. It operates as an independent entity with legal personality and financial autonomy.
The CREG’s mission is to ensure the competitive and transparent functioning of the electricity market and the national gas market, in the interest of both consumers and operators.

Our Missions & Responsibilities
- Review applications and issue authorizations for the construction and operation of new electricity generation facilities.
- Launch calls for tenders in case of insufficient authorization requests from electricity producers and take necessary measures to meet national market needs.
- Initiate and process tenders for awarding electricity and gas distribution concessions.
- Develop an indicative program for electricity generation capacity needs and submit it for approval to the Minister in charge of energy.
- Develop an indicative program for the national gas market supply and submit it for approval to the Minister in charge of energy.
- Approve the development plans for electricity and gas transmission networks submitted by network operators.
- The Regulatory Commission is responsible for determining operator remuneration and setting tariffs for customers in accordance with regulations.
- It also manages the Electricity and Gas Fund, which ensures tariff equalization.
- The conditions for third-party access to networks, a fundamental requirement for an open electricity and gas market, are defined by law and further detailed through regulations.
- The Regulatory Commission ensures that the exercise of this right is not obstructed.
- It approves the operational rules and procedures for the system operator, market operator, gas transmission network operator, and electricity transmission network operator.
- It plays a key role in promoting regulations that encourage the development of these markets.
- Within the framework of laws and regulations, it can take initiatives related to the monitoring and organization of the electricity and national gas markets.
- Monitor and assess the implementation of public service obligations.
- Review and process complaints and appeals from operators, network users, and customers.
- Determine administrative sanctions for non-compliance with regulations or standards, as well as compensation payable to consumers.
- Publish useful information to safeguard consumer interests.
- Ensure compliance with technical, hygiene, safety, and environmental regulations.
- Propose general and specific standards regarding the quality of supply and customer service, as well as appropriate control measures.
