Electricity System

The operation of the electricity production-transmission system is governed by Law No. 02-01 of 22 Dhou El Kaada 1422, corresponding to February 5, 2002, relating to electricity and the distribution of gas through pipelines and its implementing texts.

Electricity System Operator

  • The management of the electricity production-transmission system is carried out by a single operator called the System Operator (OS).
  • The OS is responsible for coordinating the electricity production-transmission system. It particularly ensures the permanent balance between consumption and production, as well as the security, reliability, and efficiency of the electricity supply.

Functions of the Electricity System Operator

  • Short- and medium-term forecasting of electricity demand and its satisfaction
  • Short- and medium-term forecasting of the utilization of the electricity production fleet and its scheduling
  • Management of the electricity production fleet’s reserve
  • Management of international electricity exchanges
  • Operation of the electricity production-transmission system
  • Coordination of maintenance plans for the electricity production-transmission facilities
  • Establishment and monitoring of the reliability parameters for the electricity production-transmission system
  • Definition and implementation of defense and safeguard plans for the electricity transmission network, in collaboration with the electricity network operator, electricity producers, electricity distributors, and eligible customers
  • Development of the electricity transmission network development plan
  • Execution of public authorities’ decisions related to ensuring electricity supply

Law 02-01 of 22 Dhou El Kaada 1422 (corresponding to February 5, 2002) on Electricity and Gas Distribution through Pipelines

Law 02-01 of 22 Dhou El Kaada 1422 (corresponding to February 5, 2002) governs activities related to electricity and gas distribution through pipelines in Algeria. It establishes the legal framework for the production, transmission, distribution, and commercialization of electricity and gas. The law aims to organize and regulate these sectors to ensure a reliable and high-quality supply while promoting competition and protecting consumer rights. It also sets out the conditions for network connections, the obligations of operators, and the regulatory mechanisms enforced by the competent authorities.

Decision D/03-21/CD of March 4, 2021, approving the safeguard and defense plan for the electricity production-transport system

The current regulations have tasked the electricity system operator with developing, in collaboration with the producers, the transmission network manager, the distributor, and the customers connected to the electricity transport network, the safeguard and defense plan for the electricity production-transport system (SPTE).

This reconstruction plan aims to address deficiencies or inadequacies in the electricity production and transport system to ensure a reliable and stable electricity supply in the country.
